During a budget workshop on August 20, The Woodlands Township board of directors discussed a possible partnership with Conroe ISD on a multi-use indoor sportsplex, either at Bear Branch Park or at another of the Township's large parks. The board approved allocating $600,000 in the fiscal year 2027 budget to research options for the facility.

That money came out of the Township's park needs assessment fund, and it was originally pitched for something else entirely: a skateboard, scooter and bike loop course. Board Chair Brad Bailey said the funds could go instead toward studying a joint project with the district.

Bailey described an air-conditioned indoor practice facility that could handle soccer, football, lacrosse and other sports. He said that with Chief Operating Officer Chris Nunes and his team able to program an indoor artificial field for soccer, football, lacrosse and band as a partnership with CISD, it "would be a moneymaker for this board, and we like revenue." Bailey told Community Impact there are several possible shapes for a deal, including the district allocating money toward the facility or becoming a retail tenant of the Township. He said it could serve football, soccer, lacrosse and drill teams at CISD high schools and their feeders inside The Woodlands.

Bear Branch has been through this before. The Township opened a new covered multipurpose court there in 2024. On August 21, Andrew Stewart, Conroe ISD's executive director of communications, said the district had only just been made aware of the Township's preliminary plans, and that there are currently no formal agreements or financial commitments between the two.

Why it matters: The money buys a study, not a building, and Conroe ISD has not agreed to anything yet, so the thing worth watching is whether the two sides ever actually sit down.

Discovery School of Innovation opened its new six-acre campus this week for the 2026-2027 school year. The school serves Pre-K4 through Grade 8, runs an 11-to-1 student-to-teacher ratio, and builds AI, coding and technology into a curriculum otherwise anchored in academic fundamentals.

The campus sits at 28277 Sweetgum Road in Magnolia, near Woodlands Parkway and Branch Crossing Drive. It was designed with light-filled classrooms, dedicated space for arts and sciences, outdoor learning areas and athletic facilities. Catherine Sagar, the school's director, said the facility was built around the school's educational philosophy, with the learning environment itself playing an active role in each child's development.

The Pre-K4 program draws on the Reggio Emilia approach, which leans on child-led inquiry, collaboration and deliberately designed classrooms. In elementary and middle school the model shifts to personalized, project-based instruction. The new campus is also the runway for a high school: the first ninth grade class starts in August 2027, with one grade added each year through Grade 12. Enrollment for this school year is open.

Why it matters: The Sweetgum Road address puts this campus in Magnolia rather than inside The Woodlands, which is worth knowing before anyone maps the morning drive.

Filing closed August 17 for four at-large positions on The Woodlands Township Board of Directors. The filing window had been open since July 18, and the election is set for November 3.

The ballot order is set. Position 1 has Lee Wilson. Position 2 has Linda Nelson. Position 3 has Priscila Young, Nick Tran and Lisa Gilmore. Position 4 has Craig Eissler. Each seat carries a two-year term and is elected at large by Township voters in both Montgomery County and Harris County.

The dates worth putting on a calendar: October 5 is the last day to register to vote, early voting by personal appearance runs October 19 through October 30, and Election Day is November 3.

Why it matters: Position 3 is the only seat that drew more than one candidate, so that is the single line on this ballot where a vote picks between people.

Montgomery County commissioners closed several days of budget talks on August 13 with a working budget of roughly $552.7 million for fiscal year 2026-27. The preliminary plan filed in July came to $537.3 million and carried about $6.28 million in unallocated funding for commissioners to hand out during the workshops. They spent it and then some, adding about $15.4 million.

Most of the final day went to pay and staffing. The working budget carries a 5 percent across-the-board pay increase and continues law enforcement pay parity beginning in June 2027. Commissioners added 15 positions across the Sheriff's Office and constable offices, including patrol deputies and support roles, plus three County Clerk positions and $300,000 for additional information technology staffing.

County Judge Mark Keough said his aim was to meet department needs while keeping the county at or below the de minimis rate, the rate that lets certain local governments collect more for operations without automatically triggering voter approval. Precinct 3 Commissioner Ritch Wheeler pushed back on the 5 percent raise, pointing to roughly $3 million separating a 3.5 percent increase from a 5 percent one, and saying he considers that a merit raise rather than a cost of living adjustment. Other commissioners noted that non-law-enforcement employees did not get the increases law enforcement received last cycle.

Commissioners then voted 3-2, with Wheeler and Precinct 4 Commissioner Matt Gray against, to propose a rate of $0.3860 per $100 valuation, made up of $0.3415 for maintenance and operations and $0.0445 for debt service. That is above the current $0.3770 rate and below the estimated voter-approval rate of $0.4136. The vote only sets the ceiling under consideration. Budget Officer Amanda Carter cautioned that about $7.59 million in expenses is already expected to land in the FY 2027-28 budget from the remaining months of pay parity and staggered start dates. The public hearing on the rate is set for 9 a.m. on September 8, with the budget hearing and final consideration expected the same day.

Why it matters: The August 13 vote set a ceiling, not a rate, and September 8 is the last scheduled stop before the number gets fixed.
