The Woodlands Township board voted 6-0 on Sept. 17 to switch its mounted patrol contract from Alpha & Omega Mounted Patrol to a commissioned model run by the Montgomery County Sheriff's Office. Riders on horseback will still patrol Town Center, the change is who's in the saddle, not whether there's a saddle at all. The switch begins in 2027, when Alpha & Omega's current contract expires. Board chair Brad Bailey was not present for the vote.

The numbers were part of what tipped it. Alpha & Omega's proposal for fiscal year 2027 would have raised its annual contract to $1.62 million and its weekly hours from 387 to 425. The sheriff's office plan instead runs $1.37 million a year for salary, uniforms, equipment, vehicles and horse care, launching with one sergeant, six deputies and seven horses. A one-time startup cost of $954,876, covering everything from stalls to saddle and tack, would be split between delayed 2027 pay-parity funds and the township's 2026 fund balance.

Jennifer Clifton, who has ridden for Alpha & Omega in The Woodlands for 14 years, told the board the two services play different roles and asked for more time before deciding. Board vice chair Craig Eissler thanked the company for more than 30 years of service but said the switch to commissioned deputies was “a significant value add I don't think we can pass up.” The vote authorizes Township President Monique Sharp to negotiate a final agreement with the county.

Why it matters: after three sessions of budget back and forth, Town Center has an actual answer, the horses are staying, only the badge behind them is changing.

Lone Star College System leaders want to pay off $404 million in bond debt by around 2030 or 2031, years ahead of schedule. Kristy Vienne, the system's vice chancellor of finance and administration, laid out the plan at a special-called board meeting Sept. 16.

To get there, LSCS proposed an I&S tax rate of $0.0219 per $100 valuation for fiscal year 2026-27. That wouldn't clear the whole debt, voters approved a $485 million bond package back in 2014, but it would bring the balance down to about $311 million. Vienne said the rate lets the system pay an extra $60 million toward the debt while generating roughly $32 million in long-term savings for taxpayers.

The system's total proposed tax rate is $0.1058 per $100, a hair lower than this year's $0.106. Homeowners in the Harris district should see a small drop; some in the Montgomery and San Jacinto appraisal districts could still see higher bills if their property values rose. A public hearing on the rate is set for Oct. 1.

Why it matters: paying debt down faster now is the kind of decision that shows up as lower bills for Montgomery County homeowners years from now.

Conroe ISD students are working with new instructional materials this school year, and the district's board got its first progress report on the rollout Sept. 16. Deputy Superintendent Ted Landry told trustees the district adopted Savvas Envision + Math for grades K-12, with both physical and digital materials already in campuses and staff getting specialized training.

CISD is also in its second year of Bluebonnet Learning, the state's free English Language Arts and Reading curriculum, and is refining it based on teacher feedback. Two grant-funded programs are layering on top: Coursemojo, an AI teaching assistant now onboarding at 10 campuses, and Untapped Genius, which brings in coaches to support Bluebonnet's rollout in grades K-5.

Landry said the district plans to review data and teacher feedback as the year goes on and adjust where needed.

Why it matters: this is the kind of change that shows up quietly in a kid's backpack long before it shows up in test scores.
